In March, Companies Announced $4.1 Billion in New Clean Energy Manufacturing Investments and More Than 540 Anticipated Manufacturing Jobs

In March, there was an increase in announced clean energy manufacturing investments following a smaller investment month in February.

March 2026

There were eight new clean economy investment announcements in March.

They add up to

  • $4.1 billion and

  • 540 new announced jobs across

  • Seven states: Alabama, Colorado, Kentucky, North Carolina, Ohio, Tennessee, and Texas.

In March, there were also approximately 7,060 jobs were retracted following VinFast’s decision to reduce projected employment at its North Carolina battery facility—currently under construction—from 7,500 to 1,400 jobs, as well as SK On’s announcement of nearly 1,000 layoffs at its operational EV battery plant in Georgia.

2026 Announcements

In total in 2026 so far there have been:

  • $16.5 billion new investments, representing 4,100 jobs

  • $650 million in canceled and retracted investments, representing 7,510 jobs

States leading in 2026

Announced Investments:

Tennessee leads all other states with the highest total newly announced investment, at $6.6 billion, followed by Texas ($3.9 billion) and Kentucky ($2.6 billion).

Announced Jobs:

Texas leads in 2026 with the most newly announced manufacturing jobs, totaling 1,500, with Arizona (500), and North Carolina (390) following.

Investment Announcements

New Facility Announcements

HD Hyundai Electric broke ground on its second power transformer factory in Montgomery, Alabama, committing $200 million to expand its U.S. manufacturing capacity amid surging demand for electricity from AI and data centers.” Announcement, 3/8/2026

REalloys, a U.S.-based mine-to-magnet rare earth company, today announced plans to build the largest heavy rare earth metallization facility outside of China and the first commercial-scale operation capable of meeting 2027 U.S. defense procurement bans on Chinese sourcing. The HREMF in Euclid, Ohio is currently expected to cost approximately $40 million and produce roughly 30 tons of dysprosium and 15 tons of terbium metal annually.” Announcement, 3/11/2026

Frontier Nuclear and Western Uranium and Vanadium provided an update on the joint venture’s strategy and operations, outlining plans to establish the planned Tallahassee Project in Colorado as a core uranium resource base, with total life‑of‑mine capital investment estimated at $108.2 million.” Announcement, 3/23/2026

“Governor Josh Stein of North Carolina announced TSEA Energy, a manufacturer of energy equipment, will establish its first U.S. manufacturing plant in Rockingham County. The company says it will create 160 jobs and invest $25 million in Eden.” Announcement, 3/24/2026

EnergyX recently unveiled a first-of-its-kind lithium production facility — project Lonestar in Texas — marking a significant step toward establishing a scalable domestic supply of battery-grade lithium in the United States. EnergyX invested $30 million into the demonstration plant, and plans next to build the commercial plant, which will be over a $1 billion investment.” Announcement, 3/29/2026

New Updates and Expansions

“The joint venture between General Motors and LG Energy Solution is shifting part of its battery cell production from electric vehicles to stationary energy storage systems. Ultium Cells announced that it will invest $70 million US to retrofit its plant in Spring Hill, Tennessee, to manufacture LFP cells for stationary batteries.” Expansion, 3/20/2026

Toyota announced that it would investing an additional $800 million in its Kentucky EV assembly plant to further Toyota’s multi-pathway approach to electrification by preparing the plant for its second battery electric vehicle. The investment also allows the plant to increase capacity for the assembly of the Camry and RAV4.” Expansion, 3/23/2026

“Kentucky’s Gov. Andy Beshear highlighted the single largest capital investment in Western Kentucky history as Global Laser Enrichment (GLE) announced plans to develop the Paducah Laser Enrichment Facility (PLEF), a $1.76 billion project that will create 240 new high-wage positions in McCracken County.” Expansion, 3/26/2026

About the data

The Clean Economy Tracker (CET) tracks private-led investments and jobs in clean energy manufacturing, deployment as well as related public statements by lawmakers serving in the U.S. Congress. Clean energy manufacturing and deployment covers production facilities for batteries, critical mineral production and processing, electric vehicles, heat pumps, hydrogen electrolyzers, transmission and grid materials, and zero-emissions electricity generation (including solar, wind and nuclear). The tool was developed by Atlas Public Policy and Utah State University and is updated at least weekly.

Note the data cover manufacturing only and are through September 31, 2025. The jobs reflect direct, permanent manufacturing jobs and do not include indirect or construction jobs. Jobs canceled refers to clean energy jobs canceled. Where production is moved to another facility, production at the original facility is marked as canceled and investment and jobs are marked as canceled. If and when investment and jobs numbers at the new facility are announced, they will be added to the database.
