There were also $3.93 billion in canceled investments and 6,670 retracted jobs in October across four states: California, Michigan, Ohio, and Tennessee.
These include Gotion’s $2.4 billion planned EV battery materials plant and Xalt Energy’s Midland plant closure in Michigan. General Motors also canceled a $760 million planned EV drivetrain investment at its Toledo facility and announced workforce reductions at its Hamtramck Assembly Center in Michigan its and Ultium Cells Warren facility in Ohio.

States leading in 2025
Announced Investments:
Ohio leads 2025 so far with the highest total newly announced investments, at $5.43 billion, followed by Kentucky ($3.6 billion) and Washington ($3.1 billion).
Announced Jobs:
Texas has the most announced new jobs in 2025 so far, totaling 6,160, with Michigan (2,750), and Kentucky (2,510) following.

New Facility Announcements
Pennsylvania “Eos will expand its manufacturing capacity with a new state-of-the-art 432,000 sq. ft. facility in Marshall Township, PA, that will house additional production lines that complement the Company’s existing Turtle Creek manufacturing facility with plans to reach 8 GWh of annualized energy storage capacity.” Announcement, 10/21/2025
New Updates and Expansions
Ohio “Westrafo America recently celebrated the opening of its first American facility, a 231,000-square-foot plant in Trotwood. Westrafo aims to create 230 jobs in the next two-plus years at the new plant, which is found in the 85-acre GATED Global Park, next door to smart tag producer Beontag, which itself is near EPIX Tube Co. and other businesses.” Update, 10/9/2025
Tennessee “The company will invest $52.4 million to expand operations at its existing Lexington, Tennessee facility, creating 200 new jobs and enhancing production efficiency and capacities to support the increasing electricity demand in the U.S. and abroad. Upon completion of the project, Nidec Power will employ over 600 Tennesseans across Henderson County.” Expansion, 10/9/2025
Louisiana “First Solar is thrilled to announce the inauguration of our $1.1 billion high-tech manufacturing facility in Louisiana next month. The facility is projected to directly employ over 800 people by year-end, helping to bring prosperity to the Acadiana region.” Update, 10/12/2025
Florida “HOLON, an autonomous vehicle developer, participated in a signing ceremony Monday to formalize the construction of its first production facility in the U.S., which will be located on Jacksonville’s Northside.” Update, 10/29/2025
About the data
The Clean Economy Tracker (CET) tracks private-led investments and jobs in clean energy manufacturing, deployment as well as related public statements by lawmakers serving in the U.S. Congress. Clean energy manufacturing and deployment covers production facilities for batteries, critical mineral production and processing, electric vehicles, heat pumps, hydrogen electrolyzers, transmission and grid materials, and zero-emissions electricity generation (including solar, wind and nuclear). The tool was developed by Atlas Public Policy and Utah State University and is updated at least weekly.
Note the data cover manufacturing only and are through October 31, 2025. The jobs reflect direct, permanent manufacturing jobs and do not include indirect or construction jobs. Jobs canceled refers to clean energy jobs canceled. Where production is moved to another facility, production at the original facility is marked as canceled and investment and jobs are marked as canceled. If and when investment and jobs numbers at the new facility are announced, they will be added to the database.
