There were fifteen new clean economy investment announcements in September.
They add up to

$7 billion and

3,540 new announced jobs across

Twelve states: Georgia, Kentucky, Louisiana, Mississippi, Missouri, North Carolina, Ohio, South Carolina, South Dakota, Tennessee, Texas, and Virginia
There were also $2.2 billion in canceled investments and 3,700 retracted jobs in September across three states: North Carolina, Mississippi, and Michigan.

States leading in 2025
Announced Investments:
Ohio leads 2025 so far with the highest total newly announced investments, at $5.4 billion, followed by Kentucky ($3.6 billion) and Washington ($3.1 billion).
Announced Jobs:
Texas has the most announced new jobs in 2025 so far, totaling 6,160, with South Carolina (2,930) and Michigan (2,750) following.

New Facility Announcements
Virginia “These investments, among the largest seen in the electrical industry in the U.S., include approximately $457 million USD for a new large power transformer facility in South Boston, Virginia, along with significant expansions of existing facilities throughout the country.” Announcement, 9/4/2025
Tennessee “Oklo Inc., an advanced nuclear technology company, today announced plans to design, build, and operate a fuel recycling facility in Tennessee as the first phase of an advanced fuel center through investment totaling up to $1.68 billion and aiming to create more than 800 high-quality jobs.” Announcement, 9/4/2025
Texas “Solar tracker and foundation solution provider PV Hardware has expanded its presence in U.S. manufacturing with the open of a new facility in Houston, Texas. PV Hardware said it expects the 95,000-square-foot facility will create 100 long-term jobs in the Houston area. The factory joins the company’s existing facility in Houston, a $30 million investment that opened in May 2024.” Announcement, 9/5/2025
Louisiana “A facility expansion will add manufacturing capabilities to supply components to First Solar’s new factory in Iberia Parish. The company is expected to create 29 direct new jobs while retaining 56 current positions.” Announcement, 9/9/2025

Tennessee “SMA and Create Energy will work together to manufacture both the Sunny Highpower PEAK3 and the fully-integrated PowerSkid solution in the United States. Manufacturing is targeted to begin in Q1 2026 at Create Energy’s flagship facility in Portland, Tennessee.” Expansion, 9/8/2025
Kentucky “ExxonMobil announced Tuesday that it is acquiring the technology and U.S.-based assets of Superior Graphite, including most of the company’s production facility in Hopkinsville, for an undisclosed price. The company employs 72 workers in Hopkinsville. Andrew said ExxonMobil plans to maintain that workforce.” Update, 9/10/2025
North Carolina “A $35 million investment will increase the capacity of ABB’s manufacturing facility in Pinetops, North Carolina. This will support expected demand for advanced low and medium voltage grid components from the utilities, and for data centers and industrial facilities.” Expansion, 9/16/2025
Virginia “Governor Glenn Youngkin today announced ABB, a global technology leader in electrification and automation, will invest $28.5 million to expand operations in Henrico County. The project will create more than 100 jobs in the next three years.” Expansion, 8/16/2025
Mississippi “ABB will invest $15 million to create a new production line for Emax 3 in its Senatobia, Mississippi site. The cutting-edge Emax 3 air circuit breaker improves the energy security and resilience of power systems in large facilities with high power demands, including data centers, advanced manufacturing sites, and airports.” Expansion, 9/16/2025
Georgia “As part of Hyundai Motor Group’s investment plan announced in August, Hyundai Motor Group Metaplant America (HMGMA) is set to reach a total production capacity of 500,000 units by 2028, focusing on hybrid and electric vehicles. This expansion will create 3,000 direct and indirect jobs in Georgia and involve a USD 2.7 billion investment over three years.” Expansion, 9/18/2025
South Carolina “Scout Motors is making an additional investment of $300 million in South Carolina to build a Supplier Park on the site of its Production Center in Blythewood. This initiative, which does not come with any new government incentives, is expected to support approximately 1,000 additional supplier jobs and represents a critical expansion of the company’s existing investment of more than $2 billion in the state.” Expansion, 9/18/2025
Missouri “WEG has announced a $77 million investment in its Specialty Transformer manufacturing facility in Washington, Missouri. The project aims to expand production capacity, automate processes, and enhance productivity and operational efficiency.” Expansion, 9/23/2025
Ohio “Nearly 300 full-time jobs are coming to Pike County through a major expansion of operations at Centrus Energy’s uranium enrichment facility in southern Ohio. The nuclear power producer has committed to investing $1.58 billion in its already-existing Ohio infrastructure, according to JobsOhio, the powerful private firm that pursues projects on the state’s behalf.” Expansion, 9/25/2025
South Dakota “With an investment of approximately 30 million US Dollar and additional support from South Dakota’s government and economic development organizations, the site has doubled in size – from 35,000 to 70,000 square feet – enhancing its role as Henkel’s North American flagship for thermal management and adhesives solutions.” Update, 9/25/2025
Tennessee “BWXT will create 198 jobs and invest $122 million in Erwin, Tennessee, at its Nuclear Fuel Services, Inc. facility, as it grows its capabilities in support of national defense needs.” Expansion, 9/26/2025
About the data
The Clean Economy Tracker (CET) tracks private-led investments and jobs in clean energy manufacturing, deployment as well as related public statements by lawmakers serving in the U.S. Congress. Clean energy manufacturing and deployment covers production facilities for batteries, critical mineral production and processing, electric vehicles, heat pumps, hydrogen electrolyzers, transmission and grid materials, and zero-emissions electricity generation (including solar, wind and nuclear). The tool was developed by Atlas Public Policy and Utah State University and is updated at least weekly.
Note the data cover manufacturing only and are through September 31, 2025. The jobs reflect direct, permanent manufacturing jobs and do not include indirect or construction jobs. Jobs canceled refers to clean energy jobs canceled. Where production is moved to another facility, production at the original facility is marked as canceled and investment and jobs are marked as canceled. If and when investment and jobs numbers at the new facility are announced, they will be added to the database.
