In December, clean energy manufacturing experienced a significant rise in investment cancellations and retractions, reflecting a continued shift in manufacturer priorities, within segments of the automotive industry in particular.

December 2025

There were six new clean economy investment announcements in December.

They add up to

  • $519 million and

  • 1,030 new announced jobs across

  • Five states: California, New Mexico, New York, Tennessee, and Texas.

There were also $4.35 billion in canceled investments and 4,940 retracted jobs in December following several investment cancellations and retractions in EV and battery manufacturing sectors.

2025 Announcements

In total in 2025 so far there have been:

  • $30.7 billion in new investments, representing 34,300 jobs

  • $29.7 billion in canceled and retracted investments, representing 39,190 jobs

States leading in 2025

Announced Investments:

Ohio leads 2025 so far with the highest total newly announced investments, at $5.4 billion, followed by Kentucky ($3.6 billion) and Washington ($3.1 billion).

Announced Jobs:

Texas has the most newly announced manufacturing jobs in 2025 so far, totaling 7,010, with South Carolina (3,830), and North Carolina (3,000) following.

New Facility Announcements

New Mexico “North America’s Desert Mountain Energy Corporation has signed a non-binding letter of intent to form a joint venture to build and operate a sodium-nickel-chloride (SNC) battery manufacturing plant in Roswell, New Mexico. As per the proposal, the facility would use produced water from oil and gas wells as part of a cooling and processing system intended to support battery production as well as a data center complex.” Announcement, 12/4/2025

Texas “Giga Energy, a U.S.-based manufacturer and developer of critical power infrastructure, today announced its new medium voltage (MV) Houston Factory, a 60,000-square-foot facility that will serve as the company’s primary U.S. manufacturing site for medium-voltage transformers. Located in the heart of the nation’s energy capital, the MV Houston Factory will create 25 new jobs at launch, with plans to scale to nearly 100 manufacturing roles as production ramps.” Announcement, 12/16/2025

New Updates and Expansions

New York “Titan Mining Corporation, an existing zinc concentrate producer in upstate New York and an emerging natural flake graphite producer, today announced positive results from its Preliminary Economic Assessment for the Kilbourne Graphite Project. The project is expected to create approximately 160 additional permanent positions, establishing a total workforce of over 300 employees across ESM operations in upstate New York, while generating tax revenue and local economic benefits for St. Lawrence County and New York State.” Update, 12/1/2025

Tennessee “Nextpower, a leading provider of intelligent power generation systems for solar power plants, today announced the opening of an expanded Southeast regional hub with a new Remote Monitoring Center in Nashville, alongside a major expansion of its U.S. steel fabrication capacity in the region. The existing steel fabrication line at the facility currently supports 120 skilled U.S. jobs, with 150 expected as the new line ramps up.” Update, 12/3/2025

California “Faraday Future Intelligent Electric Inc., a California-based global shared intelligent electric mobility ecosystem company, today announced that it has launched the start of assembly production of the FX Super One MPV pre-production vehicles at the Company’s Hanford, CA factory in anticipation of the first pre-production vehicle off the line ceremony. Faraday Future has approximately $300 million invested so far in the multi-use facility.”  Update, 12/9/2025

Texas “Japan-based Toyo Co. Ltd. is working to scale up its new flagship U.S. solar module manufacturing facility in Humble. The company recently started production at the facility, which is designed to produce up to 1 gigawatt of solar modules per year, but it could grow to up to 3.2 GW annually and could have up to 750 people working the manufacturing floor.” Expansion, 12/22/2025

About the data

The Clean Economy Tracker (CET) tracks private-led investments and jobs in clean energy manufacturing, deployment as well as related public statements by lawmakers serving in the U.S. Congress. Clean energy manufacturing and deployment covers production facilities for batteries, critical mineral production and processing, electric vehicles, heat pumps, hydrogen electrolyzers, transmission and grid materials, and zero-emissions electricity generation (including solar, wind and nuclear). The tool was developed by Atlas Public Policy and Utah State University and is updated at least weekly.

Note the data cover manufacturing only and are through November 30, 2025. The jobs reflect direct, permanent manufacturing jobs and do not include indirect or construction jobs. Jobs canceled refers to clean energy jobs canceled. Where production is moved to another facility, production at the original facility is marked as canceled and investment and jobs are marked as canceled. If and when investment and jobs numbers at the new facility are announced, they will be added to the database.
