There were ten new clean economy investment announcements in November.
They add up to

Seven states: California, Georgia, Missouri, North Carolina, South Carolina, Tennessee, and Virginia.
In November, a proposed LCP Cathode Powder facility lost a planned $574 million investment and 150 associated jobs after the project was cancelled.
2025 Announcements
In total in 2025 so far there have been:
- $29.5 billion in new investments, representing 33,000 jobs
- $25.3 billion in canceled and retracted investments, representing 34,190 jobs
States leading in 2025
Announced Investments:
Ohio leads 2025 so far with the highest total newly announced investments, at $5.43 billion, followed by Kentucky ($3.6 billion) and Washington ($3.1 billion).
Announced Jobs:
Texas has the most announced new jobs in 2025 so far, totaling 6,190, with South Carolina (3,110), and North Carolina (3,000) following.

New Facility Announcements
Virginia “Governor Glenn Youngkin today announced that CEL Critical Power, a global provider of critical power solutions, will invest $5.225 million to establish the company’s first American manufacturing facility in James City County. The investment will create 250 new jobs in the Commonwealth, rising to 500 employees by 2030. The new state-of-the-art facility will produce critical power solutions to serve strategic data center customers in the United States.” Announcement, 11/5/2025
Georgia “Electrical component and system manufacturer Socomec will invest nearly $10 million in a new facility in Suwanee, Georgia, creating 300 new jobs in Gwinnett County. The expansion involves locating the new facility in an existing building at 2935 Shawnee Industrial Way near Suwanee. Hiring for production and operations roles is projected to commence in early Q1 2026.” Announcement, 11/14/2025
South Carolina “First Solar announced that it will establish a new facility in Gaffney, Cherokee County, South Carolina, to onshore final production processes for Series 6 Plus modules initiated by the Company’s international fleet. The Company expects to spend approximately $330 million to establish the new facility, which is scheduled to commence commercial operations in the second half of 2026.” Announcement, 11/14/2025
North Carolina “Governor Josh Stein announced Vulcan Elements Inc., a manufacturer of rare earth magnets, will invest $918.1 million in the town of Benson to expand its magnet production capacity and establish the largest magnet factory in the world outside of China. The company will add 1,000 new jobs to Johnston County.” Announcement, 11/18/2025
Georgia “NeoVolta, a U.S.-based energy storage provider, announced it has entered agreements for a $13 million private placement financing. The funds are expected to support NeoVolta’s next phase of U.S. manufacturing expansion, which includes plans for a 2 GWh annual output battery energy storage manufacturing facility in Georgia. NeoVolta said operations are expected to ramp up at the Georgia factory in 2026, pending definitive agreements.” Announcement, 11/24/2025

Missouri “The H-J Family of Cos., a Jefferson County-based manufacturer of electrical equipment components, has begun a $25 million expansion project. The company on Friday held a groundbreaking for the project, which will add 80,000 square feet to its production facility in High Ridge, where the company is based. The project is expected to be completed in winter 2026-2027, officials told the Business Journal.” Update, 11/4/2025
South Carolina “ElringKlinger an automotive supplier, today announced it is expanding its operations in Pickens County. The company’s $68.5 million investment will create 294 new jobs. Operations are expected to be online in the first quarter of 2027.” Expansion, 11/4/2025
Tennessee “Gov. Bill Lee, Deputy Gov. and Department of Economic and Community Development Commissioner Stuart C. McWhorter and Hyosung HICO, Ltd. officials announced today the company will expand operations at its U.S. manufacturing headquarters in Memphis, Tennessee. Hyosung HICO will invest an additional $157 million and create 240 new jobs as the company constructs a new facility at its U.S. headquarters.” Announcement, 11/12/2025
California “Aptera Motors has started building its validation vehicle assembly line at its Southern California facility. To complete this stage and begin low-volume production, Aptera estimates that it will require approximately $65 million in funding.” Announcement, 11/12/2025

The Clean Economy Tracker (CET) tracks private-led investments and jobs in clean energy manufacturing, deployment as well as related public statements by lawmakers serving in the U.S. Congress. Clean energy manufacturing and deployment covers production facilities for batteries, critical mineral production and processing, electric vehicles, heat pumps, hydrogen electrolyzers, transmission and grid materials, and zero-emissions electricity generation (including solar, wind and nuclear). The tool was developed by Atlas Public Policy and Utah State University and is updated at least weekly.
Note the data cover manufacturing only and are through November 30, 2025. The jobs reflect direct, permanent manufacturing jobs and do not include indirect or construction jobs. Jobs canceled refers to clean energy jobs canceled. Where production is moved to another facility, production at the original facility is marked as canceled and investment and jobs are marked as canceled. If and when investment and jobs numbers at the new facility are announced, they will be added to the database.
